Procedures

NEETS Racing follows a set of strict yet reasonable rules for undertaking certain procedures.
Pre-Race
1. All drivers are required to report to the office for driver registration.
A. Must have driver's full name, car number and registration fees.
i. All drivers must have a valid driver's license.
B. Any driver who will be driving a substituted or 'borrowed' car must inform officials in the office prior to the line-up of that race.
i. Driver is forced to start in the back of the field as a late arrival.
ii. Other cars on the line-up will move up to fill in the dead space.
C. After registration fees are collected, each driver will draw a random chip, which will determine starting order. 'Pole' chip indicates Pole position.
2. All drivers must report with their vehicle to the designated tech area for safety inspection.
A. Cars will be briefly inspected to assure compliance with NEETS Rules.
i. Tech officials will be visually inspecting cars for obvious infractions to rules.
ii. Safety compliance is KEY, cars deemed "unsafe" will not be permitted to race.
iii. If a performance item requires correction as noted by the tech official pre-race, the car must be brought through the tech area once more to assure compliance. Otherwise, the driver will not qualify for points or purse for the event.
iv. If a safety item requires correction as noted by the tech official pre-race, the car will not be permitted to race until the issue is addressed. Once again, the car must be brought to the tech area before the race.
B. Any car that does not pass the pre-race inspection will be given the opportunity to abate any issues the Tech Inspector has identified.
C. The driver has three choices:
i. Driver must change item(s) in question to meet rules.
Missing window net is minor, this can be fixed in time before a race.
Item fixed - driver races for points and payout.
ii. Driver may race with the vehicle in the "illegal", yet safe, state.
Let's face it, an illegal motor is not getting swapped in the pits.
Item NOT fixed - driver races - no points awarded or payout paid.
Drivers finishing behind unapproved cars move up in points and purse.
iii. Driver loads up their car and does not race...
"I'm not racing if I can't win anything, there's no fun that way."
Registration fee and transponder rental fee paid will be refunded.
Pit admission is NOT refundable.
D. The third option is soley the option of the driver.
No driver will be told they cannot race based on illegal parts.
E. The only time a driver will be denied the ability to race is in the case that extreme safety issues are present.
Extreme Safety Issues:
i. Rear-fill fuel tank nozzle is installed in stock position.
ii. Fuel tank is located behind the rear axle.
ii. Driver has no helmet or fire suit or a combination of the two.
iv. No roll bars whatsoever, inadequately installed cage or misplacement
of bars that could hurt or impale a driver during impact.
F. Drivers should bring all of their safety equipment to the tech area. This includes:
i. Fire suit; gloves and shoes if you have them.
ii. Helmet; and neck collar if you have one.
G. Any vehicle being 'borrowed' by a racer in order to obtain points will have to report for safety inspections regardless of prior inspections that day.
3. Any driver who has raced at least three (3) races in a points-awarded season will
have the ability to obtain points without racing considering the following:
A. Driver and vehicle are present for the race.
B. Driver must pay in full registration fees as done by all other drivers that day.
C. In the case that health or immediate family issues arise, certain exceptions can be made. The decision to award points will be made on a case-by-case basis by the promoter's ONLY.
i. Fees must still be paid in full, prior to race day, for points to be awarded.
ii. Fees paid post-race day will be returned.
iii. This can be done only once per race season.
E. This does not apply to any driver who has been disqualified from an event.
F. Driver will be awarded 50 points ONLY.
This is the same amount of points awarded to a driver for just taking the green.
4. Any driver who has been disqualified from three (3) events in a single season will be asked to sit-out the remainder of the season. This is only fair to the other racers whom you may be impeding and/or irritating.
5. Any driver who has been banned/suspended from racing with NEETS Racing will continue to be banned/suspended from any and all future events at any location.
A. Drivers who have been suspended from racing and have sat-out for over 2 seasons may be permitted to race a probation race. Depending on their results/behavior, they may either race one more probation race or the suspension will not be lifted.
B. Limit two probation races per season.
C. Drivers who fail to prove themselves worthy to race with NEETS Racing after two probation seasons will require NEETS officials to place a lifetime ban on the racer.
D. This is something NEETS Racing never wants to see happen, therefore it is the last option we will ever want to enforce.
6. Any driver who has won two (2) of the season's events will be subject to restrictions. Restrictions shall be discussed on a case-by-case basis privately with the driver.
7. A driver's meeting shall be held before any racing commences that day with all of the rules and regulations pertinent to that day's event being discussed.
A. Each and every driver must be present for this meeting.
i. A representative may be allowed to substitute given they are already familiar with NEETS Racing's Rules and Regulations.
B. Any issues/discussions that need to be handled pre-race will take place at this meeting.
i. This is the one and only chance a driver will have to speak up regarding issues with another car/driver, rule, official or procedure.
ii. Once racing commences, any issue must wait until after all of the day's events have taken place.
C. Line-up will posted, race order will be announced, racing procedures will be briefly covered.
i. Racers should familiarize themselves with the Racing Procedures beforehand.
D. Once the meeting is finalized, racing will begin shortly afterwards.
E. Registration will close before the meeting, therefore any driver who is not registered will not be permitted to race.
F. Any driver who does not inform the officials of a change of driver/car will not be awarded points/purse afterwards. The points shall be awarded to the registered driver.
8. Following the driver's meeting, all racers should report back to their respected pit area to prepare for the race. The first division racing should begin preparing themselves by getting strapped in, window nets up and start your vehicle.
9. Divisions will be called to stage over the PA system, drivers should make all final preparations at this point.
NEETS officials will be checking for the following as the cars are entering the track:
A. Drivers are correctly and fully strapped in place.
B. Window nets are up and locked in place.
C. Transponders are correctly mounted and a verified working signal is received by the tower.
D. No cars entering the track have flat tires.
E. No cars are leaking any fluids or gas.
i. Any car leaking gas must immediately report back to the pits.
F. No cars are smoking fom any place other than exhaust.
10. Once all of the cars are on the track, all drivers must be aware of the following:
A. Once the field of cars is moving, any car that is not running and incapable of starting must be pushed to the pits.
i. Any driver who willingly pushes a car off the track prior to racing will not loose their position, we will hold up the start of the race for a Good Samaritan.
B. After the pace laps are finished and a 'one-to-go' signal is given, any car that is not running must alert the nearest official immediately.
i. We do not want to start a race with your car and you sitting on the track.
C. If you are experiencing any problems and need immediate attention, wave your hand out the window to alert the officials.
i. We will hold up the race just enough to get you off the track.
D. Racing will begin regardless of cars with problems returning to the track.
i. Racing will only be held up for a Good Samaritan at this point.
E. For payout calculations, any disabled car that does not start the race and is off the track prior to the green flag is permitted to a refund of registration fees.
i. If driver is on the track when the Green Flag is waved, no refunds will be granted. You cannot pull off the track, work on the car for five or so laps and then ask for a refund once you decide your can't race. Your fees will go towards the purse and you will be awarded points for the day.
 
Racing Procedures
1. Flags and Flag Signals
A. Green Flag:
i. Means GO, anytime it is waved.
B. Black Flag:
i. Your car is leaking fluids or fuel, dragging a bumper or some other metallic piece is hanging off of your car.
ii. Report to the pits immediately.
iii. You cannot return to the race without checking with the official at the gate first.
iv. If you are directed to withdraw from the race when you are in the pits, do not return to the staging area and attempt to return to racing. Return to your pit area and shut off your vehicle.
v. Anyone who manages their way back onto the track and continues racing will be disqualified from the event and will receive no points.
vi. Consistent offenders will eventually be asked not to participate in future NEETS Racing events.
vii. You will be black flagged for excessive intentional bumping.
(a) You should expect an enduro to have some bumping and rubbing, but excessive or intentional banging will be grounds for a black flag.
(b) If you are black flagged for rough riding once, you may return to the race after reporting to the pits. This is simply to give you a few seconds to cool off and rethink your strategy.
(c) If you have been black flagged more than (2) times for rough riding, you will not be permitted to return to the race.
viii. If you are black flagged more than (4) times for non-aggravated reasons (i.e. leaking, dragging a bumper, etc.), you will not be permitted to return to the race.
C. Red Flag:
i. Red means stop, anytime, anywhere.
ii. A red flag will be thrown if a vehicle is stuck in a position which the driver's side door is facing traffic.
iii. A red flag will be thrown if a vehicle is stuck facing traffic. (head-on)
iv. If you are injured after a collision and cannot continue racing, wave your hands inside your car and a red flag will be thrown to extricate you from the vehicle.
v. Any vehicle that requires a driver to be removed from or which a driver willingly exits during a red flag will be considered 'dead'.
vi. A red flag will be thrown if an official is aware that a car has taken a moderate to severe hit and/or we cannot get a response from the driver.
(a) Give us a 'thumbs up' if you are ok and do not wish to exit the vehicle.
(b) Wave your arms inside the vehicle if you want to exit the vehicle.
 - This will result in a red flag coming out and officials/paramedics responding to your distress call.
(c) If ever a hit is so severe, either directly to the driver's side or high-speed head-on, a red flag will be thrown for safety precautions.
vii. A red flag will come out if the track is completely blocked.
(a) This means that the speedway is so congested with dead cars that the paramedics will not be able to respond quickly to an emergency situation.
(b) If there is only enough room for cars to get by one at a time, this does not justify a red flag.
viii. Finally, a red flag will be thrown if the pit entrance/exit is blocked.
D. One-To-Go Signal:
i. A rolled up flag, any color, is held up/waved.
ii. The starter will give the field a one to go wave just before the green flag is thrown at the beginning of the race.
E. Half-Way Signal:
i. Two rolled up flags are crossed and waved together.
ii. The starter will use this to signal the halfway mark in the race.
F. White Flag / Last Lap Signal:
i. This will signal the last lap of the race.
G. Checkered Flag:
i. This should not need an explanation, but here is one anyway.
ii. This will signal the race is over.
H. Green Lights / No Lights Illuminated:
i. Depending on speedway equipment, this will signal racing is under green flag conditions.
I. Yellow Lights / Flashing Yellow / Red Lights
i. Depending on speedway equipment, this will signal a red flag has come out and that racing should stop. These lights will also come on after the checkered flag is thrown.
J. Pace Laps / Rolling Start:
i. All races shall begin with a rolling start, approximately 25-35 MPH.
ii. All cars will be running properly, no stalled vehicles.
iii. All cars will be traveling smoothly together prior to the green flag being thrown.
v. The race will begin with the Green Flag being thrown, the driver in Pole position will start the race.
K. False Starts:
i. NEETS Racing does not condone false starts, but taking the car counts into consideration, a false start will result in a penalty lap to the offender.
ii. A false start will only result in stopping the race and re-lining up the cars in the Championship "MUTHA" Race Heats.
2. Red Flag Procedures
If a Red Flag is thrown, all drivers are mandated to take the following actions:
A. Wave your hand in your car to indicate a red flag to the drivers behind you.
B. Come to a complete stop as soon as you can.
C. Do not jam on your brakes which may result in your own car getting rear-ended.
D. Also, do not slowly glide to a stop passing many cars in the process or filling in dead space between you and the next car in front of you.
E. Try to avoid a collision as best as possible, even if your car gets turned around, an official will get you pointed in the right direction before racing resumes.
F. Once racing has stopped, all cars must stop moving.
i. Do not pull up to another car to talk to the driver.
ii. Do not pull into the pits.
iii. You are permitted to pull to the infield only to abandon your vehicle for the race. You may also pull into the pits if you plan on not finishing.
Once out of your car in the infield, you will have to wait until the next Red Flag to cross into the pits, unless there is time when you first get out.
iv. Once a Red Flag comes out, any drivers who would like to leave the infield may do so, on foot only, dead cars will remain in the infield until the end of the race.
G. Before racing restarts, make sure your car is running, if it is not, alert an official prior to the restart.
i. Any cars that remain immobilized after a restart are highly likely to take a serious hit and possibly remove them from the race entirely.
ii. If your vehicle fails to start before the restart, officials will not throw another red flag in order to get you moving again.
H. Racing does not resume until the Green Flag is thrown.
i. Do not inch forward waiting for the green flag.
ii. Do not anticipate the green flag being thrown just because the officials are back in their respected positions.
I. There is no moving under Red Flag conditions.
i. Any driver caught moving under red will be penalized one lap.
ii. This includes reporting to the pits under red.
3. Dead Cars:
A"Dead Car" is one that has been adandoned by the driver or left on the track by the officials. Once a car is deemed "Dead", there is no chance officials will let it finish the race while being scored.
A. Any driver who exits their vehicle during a race will be doing so to abandon their vehicle for the race.
B. No driver is permitted to exit a vehicle during a red flag to work on their vehicle.
C. There is no infield pitting. If you get out of your car during a race, other than in the pits, your car will be considered dead from that point forward.
D. Any vehicle that has been abandoned while still on the track will be left where it is. It may be pointed in the correct direction, at the discretion of the officials, and the wheels will be turned towards the infield.
E. At no point will a dead car be scored after a driver has exited the vehicle.
Even if you return to your vehicle and finish the race, we will stop scoring you and your finish will be determined by where you were at the time of the incident.
* Promoter reserves the right to disqualify drivers who disobey these rules.
G. Any car with the driver still inside that is not running for more than (20) laps will be considered 'dead' from the point which the car stopped turning laps.
H. Any car that remains in the pits for more than (20) laps will be considered 'dead' from the point which the car left the track.
 
Post-Race Technical Inspections:
1. An area will be designated for post-race technical inspections at the driver's meeting.
2. All races will follow-up with a post-race technical inspection of the top vehicles depending on car counts and payouts.
A. All top vehicles must report directly to the tech area before returning to their respected pit area.
i. The cars that have placed in the top positions will be directed to the tech area by officials as they are exiting the track.
ii. Any vehicle that fails to report to tech or returns to their pit area prior to the tech area will automatically be disqualified.
3. During technical inspections, only the following are permitted to be in the tech area:
A. NEETS Racing Series Officials.
B. The vehicle being inspected.
C. The driver of that vehicle only.
i. One (1) additional crew member may be permitted in the case of an engine being torn down or questionable part being removed for further inspection.
D. Any equipment required to perform minor engine work (i.e. wrenches, screwdrivers, etc.) that can be carried in one trip to and from the tech area.
E. Any persons not referenced above to the vehicle being inspected are on grounds for immediate disqualification from the day's event.
i. This includes crew members and other drivers.
ii. If you don't belong in the tech area, don't be caught there.
iii. Upon being found in the tech area outside of your designated time period, you will be asked to leave the event, neither refunds nor payouts will be awarded under these circumstances.
iv. This rule will be strictly enforced at each and every event. No exception.
4. Tech rules will be announced at each and every NEETS Racing Event and will be enforced strictly.
5. There are no secrets in the tech area.
  We, the officials, need time and space to discuss and properly and thoroughly inspect each and every vehicle. If we need to fight over space with another racer during a technical inspection, that racer and their crew members will be asked to leave. Every driver deserves individual attention and respect. Please allow our officials to give the required attention to each driver that passes through the tech area.
You would not be happy if you were the one being inspected and the officials are being distracted...
 
Post-Tech and Payout
1. Once a vehicle passed through tech successfully, the tech official will relay that the car has been cleared for payout and the position is locked in.
2. After all cars have been cleared for payouts, a call for trophies and payouts will be announced over the PA system in the pits.
3. Drivers should report to the office ASAP for their payouts and/or trophies.
A. All drivers receiving payouts must sign for any money received.
B. Persons receiving payouts in place of drivers should be able to provide ID of themselves and the driver they are signing for.
4. After trophies and payouts are finished being distributed, drivers must begin to pack up and exit speedway grounds.
A. We are not trying to chase anyone out of the pits at this point, but keep in mind that NEETS does not own the speedway, nor do we want to impose on the owners who have provided us with a place to race.
5. If anyone wants to contribute to clean up of NEETS equipment and supplies, you are always welcome to lend a helping hand. No good deed will go unnoticed!
